The 8th Parliamentary Day of Audio-Visual Communication Media of the Parliament of Catalonia took place on Monday. The theme was “Society, Media and Politics: Rights and Obligations” and according to the Parliament’s own webpage, was “open to any citizen who wanted to participate virtually”. After registering and receiving a password, the participant could watch the events online and send comments which would appear in the Parliament itself. 

PodCamp Barcelona had been invited to participate and we duly registered. However it was impossible to see the event in Safari. So, a little annoyed, we changed to FireFox which was crashed by attempting to watch the proceedings. We tried again and again and each time FF crashed. 

We tweeted this on Twitter, where we could follow events, and the organisers tweeted back that they were investigating the situation. Meanwhile we received other tweets from people who were watching via FF. So we asked them if they were using Mac or PC, and they were all using PC’s. Meanwhile we fired up an old laptop which has Windows operating inside Ubuntu and lo and behold, in Internet Explorer we could see the event. The only problem is that the laptop has no sound, so we could watch but not listen. 

We received another tweet from the organisers to say that they had checked and although the event page didn’t work in Safari, it was working in FireFox. We then tried FF in Ubuntu and it didn’t work there either. 

We are explaining the situation in detail because we think that it illustrates very well that the concept of “Open” is still not understood. It is not enough to put an event on “the Internet”. Open means using technology that will function on any operating system and any browser. If the Parliament calls upon citizens to participate they must make sure that they are using Open media – it is bad enough that commercial services such as RENFE have ticketing systems that only function in Internet Explorer, but it is completely unacceptable that the Government uses applications that only function on certain platforms/browsers. While we welcome any initiative to make public authorities more Open, events such as this only demonstrate the gap between the hype and the reality. 

Ironically the only way we were able to follow The 8th Parliamentary Day of Audio-Visual Communication Media of the Parliament of Catalonia was via Twitter, an Open Source, cross-platform, cross-browser, web application.

I haven’t been at work this week but I checked the work email from home today. Jordi Graells has sent me information about the next courses in the EAPC – tomorrow I’ll sign up.

Weeks 9 & 10

Nothing special has happened in the last couple of weeks and I’m resigned to the fact that it will be this way until after the summer. However I haven’t had time to dwell on it as, since last night, I am now living in Lleida after the easiest move of my life (and I must admit there have been quite a few.).

It’s been a pretty hard week as I had to defend the reasons why a blog would be an efficien tool in the Administration. On Tuesday when I explained what a blog is to my work colleagues, there were various reactions – a (very) small minority grasp the idea and the rest are divided into two camps, the sceptics and the detractors. One of the this latter gorup didn’t even know what a blog was until recently but still said that “this blog thing” won’t work in Local Government. To which I ask myself how can somebody who knows nothing abot web 2.0 tools oppose them. I’m sure that the sceptics can be convinced though.

Explaining things I realise that the first, and most important step, is a change of mentality and especially not to be scared (of change).

Tonight on Canal 33 (Catalan TV channel) there is a programme called “Tot un món” where the subject will be web 2.0. The video of the show is in Catalan and Spanish.

On Wednesday 11th I attended The Future of Learning – The transformation of online learning through social network technologies and Rich Internet Aplications (such as video and webcam), the 13th session dedicated to the web organised by Centre d’Estudis Jurídics i Formació Especialitzada (CEJFE). The speaker was Gregor Gimmy, founder & CEO of Sclipo – see the video above (in Spanish). It was a very fruitful session as when it was over I had resolved the problem of a part of the communication between workers, the last point I was debating in the implementing of web 2.0 tools in my work.

Week 5

June 8th

If you mix all these infinitives: share, communicate, create, innovate, publish, exchange, change, collaborate, participate, organise, manage, respect – the result will be web 2.0.

Last Tuesday morning I attended the course Aprender para innovar. Innovemos la Administración (Learn to innovate. Let’s innovate the Administration) organised by the EAPC (Public Administration School of Catalonia) and led by Jordi Graells who, apart from explaining with great clarity what we can do to apply web 2.0 tools in local government, left me with a sense of optimism. I came out of the session with plenty of new ideas and very happy to have met people with similar interests as I often feel alone in this.

In the afternoon I had a working session with the head of the project of the Department of the Environment & Housing and a representative of Neoris where I explained all my ideas. The meeting was really positive.

Yesterday three work colleagues asked me to explain to them web 2.0 one day. Often when they pass me information which they think might interest me I tell them that this 2.0 but they have to change the way they do it, using different tools and not sharing the information with just one person, but with many.
Anyway, I was pleasently surprised and so I’ve decided to do a session to explain, in the most non-geek manner possible, web 2.0
